I'm Zachary Keenen. I build and operate things in Sevierville, Tennessee – short-term rentals in the Smokies, business development for a marine manufacturer, industrial compute infrastructure, and websites and systems for small businesses around Sevier and Knox County.

Bounds started with one association. Highland View Phase 3 is twenty-one homes off Chapman Highway, and their management company resigned the account – not for anything they did, just because twenty-one doors doesn't cover what it costs a firm to service them. The board went looking for a replacement and found the same answer everywhere: too small.

So I read their declaration. All forty-four recorded pages, plus the bylaws, the charter, and the plat. It turns out most of what a management company does for an association this size is procedure – a notice with six specific elements, a thirty-day review window where silence means denial, a budget that has to be adopted before the assessment year starts. Those aren't judgment calls. They're rules, written down, in a document nobody on the board had read closely.

Software doesn't have a cost floor the way a staffed office does. That's the whole reason this works at twenty-one doors and a management contract doesn't.

I'm not a lawyer or an accountant, and Bounds doesn't replace either. It keeps the records straight, enforces the procedures your own documents require, and makes sure the board sees a deadline before it passes.
